Born in Columbia, Mississippi, July 26, 1937. Globe Academy; Southern University, B.A., 1959; Howard University Law School, J.D., 1962. Member of editorial staff and notes editor, Howard Law Journal, 1961-62. Served as a captain in U.S. Army Judge Advocate General's Corps, 1962-66 (National Defense Service Medal for foreign service in Pacific area, 1963-66). Admitted to Maryland Bar, 1970. Member, American, Maryland State, District of Columbia, Louisiana and Monumental City Bar Associations. Maryland 7th Congressional District Award for Community Service; Public Spirit Award for Outstanding Leadership; J. S. Clark Memorial Award for high academic achievement.
