Speaker of House of Delegates, 1973-79. Chair, Southern Legislative Conference, 1971-72.

Born in Leonardtown, Maryland, April 10, 1934. Mt. St. Mary's College, A.B., 1956; University of Baltimore School of Law, LL.B., 1960. Admitted to Maryland Bar, 1960.
