The Governor created the Maryland Partnership for Children, Youth, and Families by executive order on May 15, 1998 (Executive Order 01.01.1998.14). The Partnership stemmed from the work of the Governor's Task Force on Children, Youth, and Families Systems Reform. The Task Force report of November 1996 recommended that a strong public/private commission be formed to ensure reformation in the State's family service system.

The Maryland Partnership for Children, Youth, and Families is to develop, publish, and annually update a five-year State Plan for Children and Families. The Plan will reaffirm and refine the nine recommendations of the Governor's Task Force on Children, Youth, and Families Systems Reform. The Partnership will guide State agencies and local jurisdictions on how to implement the Plan; make recommendations on budgeting and funding; and review what federal, State, local and private funds are available and how they are used to benefit children, youth, and families. The Partnership also will evaluate programs aimed at children, youth, and families and promote clear communication and greater interagency collaboration among child-serving agencies.
