The Commission to Study Ways to Improve the Financial Viability of the Racing Industry was formed in June 1997 (Chapter 750, Acts of 1997). The Commission considered options to keep Maryland's racing industry financially viable against increased competition from race tracks in neighboring states. For each option considered, the Commission assessed its socioeconomic impact on the communities around Pimlico Race Course in Baltimore City.

The Committee reported to the Legislative Policy Committee, the Senate Finance Committee, and the House Ways and Means Committee on November 1, 1997.
