ORIGIN & FUNCTIONS
The Maryland Institute for Emergency Medical Services Systems (MIEMSS) is the State administrative agency responsible for the coordination of all emergency medical services. The Institute, formerly under the University of Maryland Medical System, was made an independent agency in 1993 (Chapter 592, Acts of 1993).
Located at the University of Maryland, Baltimore, the Institute coordinates Maryland emergency medical services involving numerous public and private interests. The Institute reports to the State Emergency Medical Services Board and is aided by the Statewide Emergency Medical Services Advisory Council. The Executive Director is appointed by the State Emergency Medical Services Board with the Governor's approval (Code Education Article, secs. 13-1D-01 through 13-1D-13).
STATE EMERGENCY MEDICAL SERVICES BOARD
The Institute is governed by the State Emergency Medical Services Board. Created in 1993, the Board develops and implements an emergency medical system plan for Maryland. The plan defines criteria for designating trauma facilities; guidelines for emergency medical services; improved communications and transportation; public information and education programs; and a system to evaluate emergency care in Maryland.
The Board consists of eleven members. Nine are appointed to four-year terms by the Governor. Two serve ex officio. The Governor names the chair (Code Education Article, sec. 13-1D-05).
STATEWIDE EMERGENCY MEDICAL SERVICES ADVISORY COUNCIL
Established in 1993, the Statewide Emergency Medical Services Advisory Council advises the State Emergency Medical Services Board on finances, policies, guidelines, regulations, and procedures necessary to operate the statewide Emergency Medical System. It also helps the Board develop and implement the State plan for emergency medical services.
The Council's twenty-nine members are appointed by the State Emergency Medical Services Board with the Governor's approval. Annually, Council members elect a chair with the Governor's approval (Code Education Article, sec. 13-1D-11).
