Born in Washington, DC, January 8, 1932. Attended Washington, DC, public schools. Served in U.S. Army, 1950-52. Virginia State University, B.S., 1956. Adult rehabilitation director for Bureau of Rehabilitation. Delegate, Democratic Party National Convention, 1988, 1996. Former member, Maryland Municipal League. Married; two daughters.
